HELP PLEASE!!!!

I am a network administrator for a company (win server 2003 DFL)

When deleting objects (files , folders) "from the desktop for example" as a limited user these objects will be deleted without passing across the recycle,but if I delete these objects as an Administrator they will be deleted across the recycle. what is the purpuse of that ?

Open your registry and edit the the HKEY_USERS\<UserSid>\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoRecycleFiles to 0.
